Is there any command to shutdown (not reload) the cisco devices like routers, switches? Is it not necessary to safely shutdown these devices? Sorry for the basic question.

This is not possible. You will need to investigate managed power strips or UPSes.

Cisco Switch Shutdown Procedure
To shut down the Cisco switches, simply set the power switches to the OFF (0) position.
When the power switches are in the OFF (0) position, the LEDs on the power supplies should be off and the fan assembly should not be operating.
Note: Make sure that the configurations have not been changed before restarting else the unsaved configurations will be lost while restarting.
To save the configuration
1. Enter into Privileged EXEC Mode
2. Type copy run start or Write memory and Enter

The legal shutdown of OSes like Windows and UNIX is to ensure that all pending file system data in memory gets synced back to disk to avoid data loss or corruption. Since modern IOS devices run the OS from RAM, there are typically no files open on the file system, and thus a clean power cycle is safe. Of course, if you want to ensure that any running config changes are saved to startup, it's a good idea to issue a "reload" or at least a write mem before shutting down an IOS device.
