If the Dlink router will let you setup a STATIC NAT/PAT, then yes, it should work. TCP port 23

Sure it would just be PAT at that point.  And DLink's should also allow port forwarding (in case your ISP didn't like passing port 23, you could pick port 4000 (or whatever) and the DLink would translate that to port 23 on the inside.Then you'd use your 2600 as the gateway to reach your other routers/devices.  The drawback to using this instead of a separate terminal server (to console ports) is that if you have to reload or "write erase" your 2600 you may lose connectivity to the rest of your equipment!but yes, it's entirely possible!
