Setup FXS port for use with analog phone

Hi, I'm trying configure a very basic FXS port for use with an analogue phone

config on for the dial peer is as follows

dial-peer voice 30 pots
destination-pattern 276
port 0/1/0

fxs port configuration is below

voice-port 0/1/0
trunk-group 1
description Walkabout Phone

If i connect an analog phone to the port none of the LED's on the FXS light up,

If i call 276 from an ip handset the handset does not ring however i get the ringing tone in the phone that im using to try and call the analog handset.

If I shutdown the port and then try to call 276 from an IP handset again i get the number doesn't exist tone (I think it is)

I think the config is correct on the CME (2811 )

Stuck as to whats going on ?
